Oven isn’t accurate, what to adjust?

I have a new Maytag double oven which has one short upper oven with a single rack and a larger (but still shorter than usual) lower oven with two racks. When I follow recipes it never goes right. I tried making chocolate chip cookies and they flattened out. Right now I’m trying to make baked oats but the center is not cooking through. The recipe said 35-45 minutes and it’s been an hour. Is there a rule of thumb for how to adjust the temperature- like if the recipe says 375 should I always just do 400?
