Pizza Dough Not Rising

For years I have had the same pizza dough recipe where I used 1kg bags of caputo red flour and it rose and worked perfectly . So now I decided to buy the big 25kg bag of the blue caputo flour and the dough isn't rising and raw in the middle and has no life what so ever even thought it's the exact same recipe , any ideas what can be done.
