Cheese sauce failure (Sodium Citrate) help...

I have had a problem like this before but it seems random and I can't figure out what is going wrong. I used 360g of water, 424 of jack cheese (shredded myself), and 9g (about 2 percent) sodium citrate. Heated the water up to a boil with the sodium Citrate, off heat then tried to mix the cheese in..... No matter how hard I tried I couldn't get it to fully emulsify. It just formed water and a blob of cheese. This has happened to me before, but I'm not sure why. Can anyone point out when where I may have gone wrong?
