Candied piths wont crystalize

Had a pomelo lying around and i decided to try candying the peels/piths. Ive been tossing these peels in syrup (1 1/2 cup sugar 2cups water) for about 25min now and they wont harden up. Do I just need to be patient and keep going or did i flub it?

Edit: Forgot to mention, all there was some crystallization of sugar in the pan but the peels themselves remain soft :/
