How to cook stewing beef till its tender

Hi, im wanting to make a katsu curry but only have Costco stewing steak in my freezer at the moment. I would usually brown the beef before introducing it into a slow cooked stew. This is obviously inappropriate for a katsu curry.

Is there any way to slowly cook the beef and then add it to the curry later when finished?
