How to get my potato salad to not turn mush.

So I'm making swabian potato salad, and method for it is to boil them whole with skin on so it doesn't absorb so much water. I've boiled them and it is overcooked on the outside but just right on the inside. Next batch I bring them to a simmer and let it simmer so it has time to cook the center without overcooking the outside, same problem.

When I try to cut these potatoes they just fall apart, and especially when I mix them with the rest of the ingredients.
