When making Chile should the beef be added before or after onions\peppers\garlic?

this recipe adds onions\peppers\garlic first, but this takes up too much room in the pan for the beef to sufficiently brown

so I was gonna instead put the beef in first, for it to brown

and follow up with adding the onions\peppers\garlic

Does this sound like a better method to you ?
