Just bought a $2 packet of "saffron" at the mexican market. This isn't really saffron, right? And what do I do with it?

Got 7 grams of "saffron" at the mexi-mart for $1.87, which leads me to believe it's not really saffron. 7 grams doesn't sound like a lot, but it's easily a quarter cup or so. So, what did I buy and how do I use it? Does it infuse rice water and then need to be strained? Or do I just season with it like any spice?
