is stock always better than water?

I've read over and over again that stock is pretty much always better than water when it comes to cooking. Rice, beans, soup, sauces, etc. Is there ever a situation where you want to not use stock and instead just use plain water?

Also I don't eat meat so the stock in question is always some form of vegetable stock. Sometimes homemade, sometimes better than bouillon, sometimes in a carton.
