How to Avoid the Soggy Fate of Baking Frozen Foods?

Is there a way to get a crunchy result when you prepare frozen foods via baking them? It's particularly disappointing whenever I try to bake frozen jalapeƱo poppers and the breading is just sad and soggy rather than the decadent crunchy shell that I yearn for. I know this can be overcome if I fry them, but does anyone know of a way to achieve a really nice crunch when baking frozen foods in an oven?
