Using this drumstick recipe I found, but I'm running into trouble with boiling the water off, as well as how thoroughly they're cooked. As a newer cook, I could use some tips!

This is the recipe specifically. I've followed it very exactly, but I'm running into an issue where even after 15 minutes the water has barely boiled off on low, and after waiting a solid 30 minutes after that, its still slowly boiling away, and not yet done. I considered that maybe I should just take up the drumsticks anyway, but when I cut one open to check how well done it is, there was still blood leaking from inside. I'm not sure what I'm doing wrong, and could definitely use some help.
