Does Mixing Bread and Cake Flour in Cookies Do Anything?

One of my family's favorites recipes is this chocolate chip cookie from Jacques Torres, which uses a combination of bread and cake flour. I've heard off hand that this improves the texture of the cookie, but I feel like the difference in protein between the two types of flours would average out to AP flour anyways and I've never seen any proper comparisons. Is my assumption incorrect or is this mix of flour actually superior?
