For bone both - can I make it with very little water and just mix in extra water later?

Instead of making bone broth with enough water to match the amount of bones, can one simply boil the bones with the minimal amount of water to submerge the bones - and simply add water later? I'm wondering if I can do this and freeze it to make a sort of broth concentrate, adding water as needed for later recipes. Thanks!
