What to use instead of fennels for Sicilian pasta (with fennels, sardines and breadcrumbs)?

There are a number of recipes for "Sicilian pasta", and they all include fennel, usually together with sardines, garlic, pine nuts and breadcrumbs.

What can I use instead of fennel? It's just not available where I live, and never has been. TBH I've no idea what it tastes like.
