Is it ok to let steak marinate at room temperature for over 24 hours?

I heard something rather surprising . That is actually ok to let steak sit out on the counter top for over 24 hours or even several days because the salt and acid in the marinade will preserve it and the bacteria are mostly on the outside of a steak and that it will get cooked off if the outside is seared at 200F for a minute.
