What short ribs do they serve in fancy restaurants? Chuck short ribs or short ribs from the Plate?

My grocery store only sell short ribs from the Chuck primal and they taste like any other chuck roast to me. I have been reading that there are short ribs from the Plate primal and I think that must be what I'm getting when I go to fancy restaurants because they don't taste like a chuck pot roast.
