What does vinegar do for pie crust?

As the title says. I frequently make pies but I use an old tried-and-true pie crust recipe that's just flour, salt, shortening (or butter) and ice water. I have seen a number of crust recipes that use vinegar for part of the liquid. How does vinegar promote a flaky or crisp crust?
