Is there no food-safety risk with room temp rice in a bento box?

It’s my understanding that rice left to sit at room temperature is a good place for some really nasty bacteria to develop creating a food borne illness risk.

But in my time spent in Japan (as a homestay student) rice was a major component of every bento box brought to school - just left to sit in my bag, along with all kinds of other food, until eating it at lunch time. Clearly it’s not an issue in these cases. What am i missing?
