Why do my baked tortillas come out tough and chewy instead of crispy?

I’ve used several recipes recently that involve baking tortillas, such as creating my own taco shells, or taquitos. Typically they involve piling and salting the tortillas and then the oven for a few minutes. But they always seem to turn out tough and rubbery/chewy, and not crispy at all. Like I’m literally having to saw through my taquito right now, and then it’s tough to chew.
