Puff pastry used for ‘pesto twists’ not rising / puffing

I just made a leek and Parmesan quiche using a puff pastry base. Store bought puff pastry roll.

I had some left over to rolled it out again and cut it in half, spread pesto on one half, then put the other half on top. Cut into rectangles (2cm x 10cm) and put in oven at 180C.

The pastry went golden brown but didn’t rise. The quiche on the other hand (both blind bake and after) has puffed.

What’s the reason for this? Should I have put some oil on the pastry surface?

I have never had store bought puff pastry not rise before, nor homemade.
