Is this lamb rotting?

I bought some lamb steaks on Monday, and the sell-by date was today so I thought it was fine. I took them out of the packaging tonight and they're both extremely blue on both sides. The smell is totally fine, and they don't feel slimier than normal, they're just very blue. There's blue spots on the meat, on the fat, and on the bones. Is it rotting, or is the discoloration caused by something else?

My phone camera doesn't really pick up on the blue very well, but here's a pic.
