Why do my spices congeal?

I am making a broth for chicken bastilla. The recipe calls for 2 cups of water, an onion, bay and coriander, turmeric and pakprika. I used ground coriander instead of whole since that is what I have on hand. This is the second time I’ve made it when the spice sort of clump together. What am I doing wrong? TBH, I didn’t stir them all in before adding the chicken.
