Random question about oil cruet

Just bought a metal oil dispenser (cruet) from an Indian grocery store and wanted to rinse and dry it thoroughly before putting oil in.

I put a q-tip in the spout and some black dust came out that looked a bit like charcoal? Is this normal or should I be concerned and clean it out?
