Why did my flan have so much water in it even tho it was fully covered. Ingredients below

Ingredients were

4eggs 12oz evaporated milk 14oz condensed milk 1 t spoon vanilla extract

The caramel was just a cup of sugar I heated into caramel

When I cooked it the flan had some water onto and a lot underneath. I think I also over cooked it in the brie marie method stove top
