Why are frozen foods seemingly all sweet?

Ice cream, gelato, snow cones, water ice, granita, shaved ice, sorbet, sherbet...they're almost always sweet. Of course, cold foods can be savory, but frozen foods seem to be nearly exclusively sweet. There are exceptions, to this: one sometimes hears of a place which does small-batch garlic ice cream or whatever, but these seem like exceptions which prove the rule, because these are extremely niche products, and not many people seem to be enjoying some garlic sorbet with their meal or for dessert.

Presumably this is at least partly explainable by the fact that sugar can impede the formation of ice crystals, and so lends a smoother texture to frozen foods than they'd otherwise have, but are there any other reasons why it might be the case that savory frozen dishes are a rarity?
