Frozen peas. Why can't I cook them right?

This is a pretty low-brow question, but I'm really struggling. I love frozen peas, but over the last two-three years my results have been wildly different and usually disappointing. I typically go for the steam-in-a-bag variety, but more often than not the results are these mealy, woody things that are more like beans than springy, juicy, vegetal peas. What am I doing wrong? I've gone with the high side on the time, the low side...is there an obvious solution? For a while I just assumed the quality was down, but I'm increasingly thinking I'm doing something wrong.
