Foam Salt

Does anyone know how to make a foam salt? I'm thinking it's some combination of salt, water, and something like xanthan gum, soy lecithin, or gelatin whipped up in a stand mixer or an immersion mixer.

I went to Japan in December and a place there served Omi beef. The chef placed some foam salt on the beef dish and I wanted to use it with dishes I cooked at home. Here's a picture of it.
