Falafel recipe help

Here is the recipe i'm trying to make. In the ingredients list it says:

8 ounces dried chickpeas, picked over and rinsed

and then:

For the falafel: Place chickpeas in large container and cover with water by 2 to 3 inches. Soak at room temperature for at least 8 hours or up to 24 hours. Drain well.

....

So my question is:

Should the chickpeas weigh 8oz before or after being soaked??
