[ELI5] how to pressure cookers work? Why the shorter periods of time? Specifically, how do they interact with meat/slow cooking?

Can someone please explain to me how pressure cookers, work? How is it different from cooking on the stove? Why can they make "perfect" pots of cooked rice?

Specifically, how does cooking/result different when you use a pressure cooker for slow-cooker recipes? IE, pot roast, in an oven, it takes 3+ hours, but in a pressure cooker, it takes 1 hour? Why? how is the meat tenderness affected?
