What are some open-world multiplayer games that did PVP the _right_ way?

Recently I started thinking about PVP combat organization within open world/sandbox multiplayer games and realized they mostly boiled down to 2 (slightly boring) categories.

1) PVP combat is a core part of the game and it is heavily rewarded. You either get everything the other player possesses (items, money) or you gain such an advantage (experience, levels, better weapons) that those who kill will quickly get a lot stronger than those who don't and hence the stronger players will be increasingly more difficult to defeat whilst the stronger players will have an easier time to defeat other players. (Think of the term 'snowballing')

2) The game has a PVP aspect but doesn't make it a necessity and its not related to the core game play. Usually these games don't give a very large incentive to killing other players which means that people aren't forced/drawn to PVP, or players don't care too much about being killed since it doesn't result in consequences. (Think usual Terraria where the killed player drops a part of the cash that was in the inventory, but money isn't too important since power is obtained through better gear which can be crafted without money).

I'm curious to find games in the following, third PVP category:

3) Games that don't enforce PVP combat on people that aren't too fond of it but still give some sort of reward to killing players (not necessarily enhancing combat-strength of that player) and some consequences to being killed. Consequences aren't so bad that you _need_ to avoid dying at all costs and rewards shouldn't be so big as to cause snowballing, but rewards should still be big enough that there is an actual reason to attempt PVP.

What are some games that have a completely different take on PVP combat that you really liked?
