Crescent Rolls 🥐

I have my grandmothers recipe for homemade butterhorn rolls from the 1960’s and the first line of the recipe states “Cream yeast- 1 pkg, 2 Tb Sugar, 2 Tb Warm Water together” What does cream mean? Activate the yeast? That doesn’t seem like enough water, is it going to be pasty?
