Masala Chai

I'm learning how to make Masala Chai right now; While researching I pondered the thought of toasting my spices before boiling them, so I searched what that would do but I couldn't really find a good answer. Would toasting spices before boiling them (in tea) enhance the flavor or nah? I'm the type to understand and utilize the properties of my ingredients to make the most use of it so yeah you can call me nerd if you want. XD

(sidenote: what's the difference between using whole spices and grinding them? in making tea I mean)
