Is it possible to fry food in water if the pressure was high enough?

Is the relatively low boiling temperature of water the only thing that prevents it from browning food/causing the maillard reaction, or does water somehow get in the way of browning chemically?

Could I fry something in water if I had a strong enough pressure cooker?
