When making roasted potatoes, is it a thing to add baking soda to the water you're parboil the potatoes in?

So I saw this recipe about making crispy roasted potatoes and the thing they emphasized was to parboil them and add baking soda to the boiling salt water. after that I oil and spice them before putting them in the oven at 450 for 45 - 60 minutes.

Now, does adding baking soda to the boiling water do anything, or am I just adding an unnecessary step? Because I think the only thing it does is make the water bubble over.
