Better pasta?

Apparently i just can't do it. Can't cook good pasta. So give me tips please?

Basic pasta: I buy high quality stuff, do i rinse it after or not? If i do it seems dry and bad, if i don't it's average and need sauce.

Self made pasta: Somehow seems like no matter the time i cook it, it's always too startchy, not sure if thats a word.

I live in a country where water is not the problem, the cook is, in fact there is studies that say our tap water is better than most bottled water so yeah the pasta criminal is looking at me from the mirror.

I want ESPECIALLY asnwers on how can i fuck up "high quality" pasta from italy, by just cooking it? My steps: I add water and some salt to a kettle, wait for it to boil, add pasta, boil as long as the italian packaking says or just 30sec under. (now here i know it's preference and matter of what you will use it for, rinse or don't depending on the dish) but i feel like i STILL fuck it up somehow, what could be the thing that i f up?
