Please help rescue my Lamb Rogan Josh

I used this recipe to make a lamb curry for tomorrow as it had good reviews. I've used lamb shoulder as recommended in the recipe. It's been on the hob on low for 1hr 45 and according to the recipe it should now be tender but it's still extremely chewy and the fatty bits are bordering on inedible.

Does it just need more time, do I need to turn it up, put it in the oven, in the slow cooker??
