Why does mainland China have a reputation for bad food?

I've never been to China myself, but I frequently hear people talk about how bad the food is over there. Specifically, the variety of strange unsavoury meats and total lack of seasoning.

My western experience with Chinese food includes things like pecking duck, pork dumplings and hotpot which are all delicious.

Do you think China's reputation for bad food is fair? And if so, what are some popular Chinese meals that contribute to bad restaurant experiences?
