When to oil pan

I cook mainly on carbon steel and on stainless steel pans but have never been taught anything. Trial and error has been my friend and enemy. I’ve heard from different places different timings on when to add oil to the pan I wanted to ask seasoned/trained cooks so I hope I’m posting in the right sub. I’ve heard to let the oil heat up with the pan and I’ve heard to add oil just before cooking (cold oil, hot pan). So which is the tried and true way?
