My custard won’t thicken

So I’m making custard for meringue cups but it won’t thicken. There’s just foam on top. This is the recipe I used: https://www.allrecipes.com/recipe/258755/simple-custard/ I added an extra tbsp of cornstarch to see if that would thicken it up... spoiler alert (it didn’t). Is there anything else I can do? Should I just let it cool and see if that does it?
