Question about malt in baking bagels

Hi I need help understanding the difference between malt syrup, malt flour, and, what my friend recommended, chinese maltose. It doesn't make sense to me that you can use 1.2 cups of malt flour interchangeably with 1 tablespoon of syrup. Thank you!
