beef roasts: Medium rare-center-style (1 ish hours) vs complete slow cook (several hours?)

One thing I find with beef roasts is you either cook for 45min-1ish hours for the medium-rare center, (your typical roast beef slices), without liquid and overcooking it makes it a dry block.

or you slow cook it for 3+ hours in liquid (IE, pot roasts), and it becomes tender again?
