Really hard baked beans.

So this is the second time this has happened to me and I’m not sure what’s going on/what I’m missing cause it didn’t used to be a problem ...

Making bakes beans: soak them overnight (9-12noon) then put them in the slow cooker (high from noon until 6pm) and they are still rock hard!! I’m not sure if it’s the type of bean (small white beans) that I somehow got really old ones? Do I need to pressure cook them before baking/slow cooker? Toss these beans and get new ones? I’ve done baked beans many times before, and it’s only these last two times that this has happened. Please help! TIA!!
